Fixes #4354 : Updated SearchFragment state after returning from SearchEngineFragment.

The user has the option to go to 'Shortcuts' -> 'Search engine settings' to
modify the default search engine. When returning from that settings screen we
need to update it to account for any changes.
For this we will check the current default engine against a previously stored
value in a newly added 'defaultEngineSource' property from SearchState class.
Also, I modified 'SearchStoreTest' by adding the new parameter to the
'SearchState' constructor.

No issue: Move PublicSuffixList to root component
...
With the PublicSuffixList class in Utilities, the first instantiation
of it (prefetching in onCreate), causes the Utilities to instantiate
and thus slowing down startup by needing the SearchEngineManager from
instantiating as well.
Moving this back to the root component fixes the immediate perf issue.

The flow we are currently using involves setting a new title for the containing
Activity when the user navigates to a new Fragment.
This happened for SitePermissionsDetailsExceptionsFragment in it's onCreate().
Opening a permission (SitePermissionsManageExceptionsPhoneFeatureFragment) will
set a new title in it's onCreate() but going back from this new Fragment will
not create again a new SitePermissionsDetailsExceptionsFragment.
As a workaround I moved the call to set Activity's title in onResume().

Fix how we reflect FxA state in preference

This cleans up how we're displaying account state in the main preference UI.
Before when it worked, it worked mostly accidentally.
'launch' wrapper around "update ui" methods would trigger a race condition
between binding the account pref view holder and actually updating that view
with values. Sometimes the "update view with values" would happen after view
was bound, and the UI will be correct. Most of the time it would happen before,
and so there will be nothing to update and we'd get into an inconsistent state.
This also splits up the "accountpreference" into two: account is good,
and account needs re-auth. This greatly simplifies their management.

This patch fixes a few issues:
- it was an extension on a CoroutineScope, but that was quite misleading
since the Main dispatcher would be always used regardless of what dispatcher
the owning CoroutineScope was configured with.
- timing was reliant on exact value of the undocumented Snackbar.LENGTH_LONG duration
- coroutine cancellation relied on cooperation of the 'operation' suspend function,
which we can't depend on
New 'allowUndo' fully controls its timing, doesn't imply a dispatcher to its consumers,
and doesn't rely on cooperation of passed-in suspend blocks for cancellation to work.

Now that we're on a-c 0.54, we can land this since it supports device
capability migration.
This patch adds a SEND_TAB device capability, making Fenix a valid target
in the Send Tab device list on Desktop Firefox.
Additionally, it adds a notification manager which manages notification
channels and knows how to display "received tabs" notifications".

This fetches the Google Advertising ID, salts it and
then applies hashing before sending a ping with it,
at startup. Hashing and salting are used in order
to prevent ourselves to correlate advertising IDs
from the same user running different products we
own off a single device. We will never send the
client_id and the Google Advertising ID in the same
ping.

Previously, this passed through to HomeActivity, but Intent arguments
were dropped. That means that actions (`-a
android.intent.action.VIEW`) and URLs (`-d data:...`) were dropped,
which means that Gecko itself wasn't started (and wasn't started with
a session owned by Fenix itself).
This simply passes through the intent to its final destination.
Along the way, I also enabled remote debugging for these test
configurations; it's probably not necessary, but eventually I want all
automation to be controlled by that setting. See
[Bug 1524673](https://bugzilla.mozilla.org/show_bug.cgi?id=1524673 )
for some of the motivation. This agrees with Chrome, and should
generalize to future remote control protocols.

Adding the 'click' action allows the user to activate the button with a
default action (double tap in TalkBack). This is instead of
conditionally setting up a click listener if TalkBack is enabled. This
is a more generalized solution that accomodates other ATs besides
TalkBack.
Adding an expand or collapse action also tells TalkBack what the current
state of the sheet is, and reports it to the user. So they will
initially hear "collapsed, quick actions, button". When they double tap,
they will hear "expanded". Adding those actions also allows TalkBack and
other AT users to explicitly call those actions on that element with a
menu or a gesture binding.

It now takes up the entire horizontal space and all the vertical space
until the buttons. This gives a bigger touch target both for typical
users and TalkBack users when they use explore-by-touch.
Also changed content description. The content description should not
include semantic names like "handle". The screen reader already knows
it's a button and describes it as such. Same thing with "sheet".

This patch integrates the new a-c BackgroundSyncManager, which is the
main entry point for interacting with Sync. Behind the scenes, it uses
WorkManager in order to sync configured syncable stores.
Current behaviour:
- sync runs on start, with a slight delay
- sync runs on a schedule few times a day, to lessen the startup sync burden
Also included is a basic UI integration in order to allow user to synchronize
on demand, and monitor sync state.

SearchView: Replace deprecated calls with recommended method

Resources#getDrawable(int) has been deprecated in favour
of Resources#getDrawable(int, Theme). Make the suitable changes
in SearchView class to reflect this.

UI to allow signing-in and displaying basic account information (email, displayName).
Currently there's no Accounts UI, and so singing out or otherwise interacting with the
account isn't possible.
