chmod error

After installing youtube-dl with this method
    sudo wget https://yt-dl.org/downloads/latest/youtube-dl -O /usr/local/bin/youtube-dl
    sudo chmod a+xr /usr/local/bin/youtube-dl
When i try to use it, i get this error
    python: can't open file '/usr/local/bin/youtube-dl': [Errno 13] Permission denied

The correct chmod is a+xr
