FAQ add setting timezone,date & time, and date check before pacman (#952)
* Add to FAQ how to set the timezone, date & time and to check the date before using pacman

pacman can fail if the date is in the past,. As SSL certificates have start dates, and pacman will not use a repo with a certificate which has not started yet.

* Noted reboot time, more help setting date/timezone

* update tailscale.md to reflect best-practices

The provided -Syy is supposed to be used to redownload all package databases,
while the command chain itself is a partial upgrade which is not recommended
either for rolling release distributions.

Replace the full database redownload with a database update and run a system
upgrade while installing tailscaled.

Add information about outgoing serial console (#673)
Hey, after I searched a lot in the docs and then in the discord with multiple people asking about this and getting the information about searching, because it got asked before, I think adding this would be helpful. Also because it is mentioned that the PiKVM can do this: "CISCO-style and USB serial console port (to manage PiKVM OS or to connect the server)".
So, I hope this is would be a good information added to the FAQ or any other part of the docs.
Thanks for the support on the discord, where I found this information.

(In #670 it was mentioned I should put this here instead of the community FAQ.)

* Clarify how to append mouse poll to cmdline.txt

* FAQ spelling and wording changes

* Corrected a couple of spelling errors.
* Changed some phrasing into more idiomatic English.
* Merged the two almost identical questions on 500/503 errors.
* Separated the hardware question about the Pi Zero W from the general "I can't connect to Wi-Fi" FAQ.
* Tried to standardise on "I" and question syntax in the question headers.
* Updated and added context for the statement that only Chrome supports a particular extension.
* Changed code quoting in a couple of answers to clarify what is code and what is commentary.
