It is now called get_best_public_address, and takes (bool, port)
argument to return an optional quic::Address to make life easier: the
caller now can just give the default port to set, and we keep the C
sockaddr* more constrained.
- includes are now sorted in consistent, logical order; first step in an attempt to fix the tomfoolery (no relation to Tom) brought in by include-what-you-use
- shuffled around some cmake linking to simplify dependency graph
- superfluous files removed
DRY a chunk of repeated code for finding a free private range.
Also fix it so that it will consider 10.255.0.1/16 and 192.168.255.1/24
(previously it would only check up to octet 254).
