9d832f24e7 [fenix] No issue: remove unused HotStartPerformanceMonitor. 
This monitor for hot start was intended to be used by FNPRMS to measure
hot start. However, hot start was deprioritized so it's now essentially
unused.

There were a couple of errors in the original pull request for this bug:
- The raptor tasks had duplicated dependencies.
- The filename of the minidump_stackwalk artifact was incorrect.
