Fix bunch of issues with hide_tabs_toolbar_w_alltabs_button
This really didn't work at all with left-hand side window cotrols
layout, and window dragging didn't work - but now they do at least to
some extent.

Don't collapse tabbrowser-tabs but just make it inivisible
Collapsing disables alltabs button. This patch additionally adds more
rules for aligning alltabs-button better under various circumstances.
