db1855bd05 * build-package 
* allow side-loading custom APKs from  directory inside the NanoDroid tree
    * side-loading libraries is currently not supported
  * simplify functions for downloading APKs from github, gitlab, url and oepngapps

- bump used dx to 28.0.3
- check if ANDROID_HOME is set
- check if dx exist inside ANDROID_HOME/build-tools/28.0.3
- proper error message if input file does not exist
- allow passing --min-sdk-ver as second arg
